The Association has the power to introduce levies and as there are no limitations on the powers of the board, the board can and has introduced this levy. It requires no further decision making. As I understand the position at present the only outstanding issue is the amount and should it be $10 or $15 per player.
You are correct in saying that this has been \"on the books\" for quite a while and is the decision of the Council & Board, but both of these groups suffer from a lack of election pressure. That is the fault of the bowling community in general.
However, I still maintain that you do not need to charge a fee to count people and I believe that the fee will be counter productive and will not produce active numbers of participants, a statistic that is needed for long term planning.
This issue could have been handled better and I congratulate Pat Buller for starting this discussion and creating interest in our association.
