Already the pennant season is half over and soon the usual arguments will arise over the four bottom teams coming out of the white and blue first divisions.  I believe this was introduced to provide a more exciting pennant season.  Without this system the blue north and south have already been reduced to a two team challenge with the other eight teams simply trying to keep out of the bottom two positions.  Same can be said of the red and blue in second division with the white and gold a bit closer at the top of the table. Here is a compromise that I believe could work for next season.

In the blue divisions the top team in each get an automatic promotion and fight if out for the flag as normal.  The second and third teams in each then get ranked on their points and go into a finals series with the winner only being promoted.  Thus only three teams get promoted and three teams get demoted from white.

Similar for second division.  Top teams in each colour get promoted and fight for the flag.  Then the second and third teams in red and blue and again in white and gold fight it out for one more promotion apiece.  Again three teams get promoted to both blue divisions.

The third spot on the ladder becomes vital and will be contested up to the last round in most cases.  This system also has the benefit of promoting the strongest teams possible.
